Board of Commissioners
Bernadette Winston, Chair of the Board, is the Director of Community and Family Services for the Kingswood Community Center, Incorporated, and is Vice Chair of the Board of Commissions of the West Chester City Early Learning Center. Since 1970, she has been an active member of the community, serving on various boards, and has held elected positions for the national and state Republican Party.
Geoff Langdon is a Managing Director of Cover and Rossiter, one of the area's oldest public accounting firms. His primary areas of expertise include accounting and auditing, taxation, management consulting, litigation support and business valuation.
Donald Mell III, Treasurer of the Board, is a contract negotiator with Delaware's largest private residential real estate company. He is active in the State and County Regional Republican Party and is a former freelance journalist with military coverage during the Gulf War in special government assignments. His local community activities are extensive including Evening with the Masters and Bike to the Bay to name a few.
Mary Ann Miller, Secretary, is a Development Officer at Delaware Futures, Inc., in Wilmington. She has more than 30 years in housing experience and has directed a number of pilot programs in fair housing under the directorship of HUD and Fair Housing. For the past 10 years, she has been active in the Metropolitan Wilmington Urban League, Delaware League of Women Voters, Wilmington Walnut Street YMCA, and the New Castle County Community in Partnerships; holding membership and Board positions.
Dawn K Thompson works on the Mayor's Executive Staff as his Senior Policy Advisor, where she conducts research on a variety of matters and advises the Mayor on policy issues in the areas of building and development, housing, public works and parking. As one of the highest-ranking female city government officials, Ms. Thompson considers it an honor to serve the citizens of Wilmington and to represent Mayor Baker before civic and community organizations, state and federal government entities, and the corporate community.
Betty A. Lewis has been an advocate for the Wilmington Housing Authority's Public Housing residents and her community for nearly 30 years. She currently serves as the Vice President of the Herlihy Resident Council, President of the Resident Advisory Board and Chairperson of the Legislative Committee of the Wilmington Aging Advisory Council.
She was appointed by Mayor James Baker to serve on the Board of Commissioners of the Wilmington Housing Authority for a three year term. Betty is a member of the Cathedral of Fresh Fire and serves as Vice President of the Deacon's Board.
A native of Wilmington, Calvin received his education in the Wilmington Public School System and graduated from P.S. DuPont High School in 1974. After graduation, he entered the U.S. Air Force and several years later attended Delaware Technical Community College. He is currently a student at the Delaware Theological Seminary for Biblical Studies. In addition to Pasturing New Life Christian Center, Church of Christ (Holiness) U.S.A. Elder Brown is the District Chairman of the Northern District in the Eastern Diocese, Church of Christ (Holiness) U.S.A., Owner and Operator of 3rd Street Barber Shop, and employed by the Veteran Administration Hospital as EMS Supervisor.
