A Message from the Executive Director
On behalf of the Wilmington Housing Authority, I'd like to welcome you to our website and thank you for taking an interest in our organization. We hope you find the site informative, easy to use and a resource of value to those who use our services. Our goal is to be the best housing provider in Delaware and, with your help we know we can be! There are few human needs more basic than a safe, decent place to live or few challenges greater than helping individuals and families gain the knowledge, tools and resources needed to achieve self-sufficiency. With recent cuts in our program funding we are expected to do more with less. Despite these difficulties, we continue to find and implement solutions to help our residents and communities thrive. Over the next year you'll continue to see great things happening around our city. From upgrades in communities like Southbridge and Herlihy, to major renovations at Kennedy and Crestview, to full scale new development projects like The Village of Eastlake, Eastlake Court and Lincoln Towers, we are moving our communities forward. Together we are changing neighborhoods, changing perceptions and changing lives.
In the past decade a remarkable change has come to the City of Wilmington. A new County Courthouse sits where a vacant lot used to. Lower Market Street has been reborn and now features shops and restaurants of all types. The Riverfront area has exploded into a beautiful, vibrant destination point featuring excellent housing options, fine dining, recreational activity and great shopping. At the same time, Wilmington's neighborhoods have also seen incredible growth. New communities have been developed or revitalized throughout the City: from the Delaware Art Museum area of Rockford Park to West Center City, from Browntown to Southbridge, remarkable change has and continues to happen.
As the Director of the Wilmington Housing Authority since 2000, I am proud to say that WHA has played a major part in many of the neighborhood revitalization projects completed in the City and in many cases was the catalyst for change in many of our neighborhoods. We invite you to take a look at some of the more than $100 million dollars in improvements we have made at our properties over the past decade. We also invite you to continue to work with us in our efforts to create and provide some of the best affordable housing choices available anywhere in this country. We are thankful for the support of our City, State and Federal partners and look forward to continuing to do our part to make Wilmington Delaware a place we can proudly call home.
Frederick S. Purnell Sr.
Frederick Purnell came to the Wilmington Housing Authority as Executive Director in April 2000 after having served sixteen years in a variety of positions at the Philadelphia Housing Authority, including Deputy and Interim Executive Director. Mr. Purnell previously served as President of the Mid Atlantic Regional Council of the National Association of Housing and Redevelopment Officials. (NAHRO) Additionally, he serves on the Board of The Challenge Program and is the President of the Wilmington Revitalization Corporation. He holds a Bachelor of Science Degree in Finance from the Pennsylvania State University, is a graduate of the Urban League Leadership Institute in Philadelphia, a Certified Property Manager, and a Licensed Realtor in the State of Delaware.
