MANAGEMENT

The Authority has continued its focus on reducing the number of vacant units. Long-term vacanies in Scattered Site Units were the primary focus. Of the 117 vacant scattered site units existing in 2000, only 32 long-term vacant scattered site units remain.

Rents uncollected continue to hold at approximately 3%.

The centralization of work orders continues to serve a major benefit increasing accountability and control. The Authority has continued to address all emergency work orders within 24 hours. There has been no backlog during this fiscal year. Overall open work orders continue to hold at 4%.

The Heald Street Replacement Housing Factor Development Project was completed successfully and the units were fully occupied as of April 30, 2006.

The Authority has started its transition to asset management. The Asset Management Projects (AMP) have been identified and accepted by HUD. The program application and financial management processes have been de-centralized.

The Authority’s contract with the City of Wilmington to provide three Wilmington police officers is still in place. The City agreed to waive the fee for this year. Funds budgeted will be used to support the guard service.

The new “Madison Townhouses,” an 18-unit 3-bedroom townhouse project on the site of the former Madison Gardens public housing development, is complete. The City of Wilmington issued “Temporary Certificates of Occupancy” December 2006. Leasing is currently underway. This project was developed using Low-Income Housing Tax Credits.

All 70 of the low-income public housing units developed under the Eastlake HOPE VI Program grant have been successfully leased and occupied and the 95 homeownership units have been sold.

FINANCIAL

The Wilmington Housing Authority has continued to work hard to obtain stronger financial health. WHA has made improvements to its communication systems and will continue this program with a complete upgrade of the agency’s computer software systems during the next two years. These changes will aid in the facilitation of the Asset Management and project based reporting that will be required by HUD.

The FYE 3/31/06 audit has been submitted to the Audit and Ethics Committee there were no financial audit findings. We have received an unqualified opinion for the 3/31/06 audit. This will make seven-audit periods with unqualified opinions and no audit findings.
