Board of Commissioners

Bernadette Winston, Chair of the Board, is the Director of Community and Family Services for the Kingswood Community Center, Incorporated, and is Vice Chair of the Board of Commissions of the West Chester City Early Learning Center. Since 1970, she has been an active member of the community, serving on various boards, and has held elected positions for the national and state Republican Party.
Christopher P. Simon, Esquire, Vice Chair, is a partner at Cross & Simon, LLC. in Wilmington and practices in the areas of commercial and bankruptcy litigation. He has served the State of Delaware in the Public Defender’s Office and has written articles that have appeared in local newspapers and magazines.
photoToCome.gif Donald Mell III, Treasurer of the Board, is a contract negotiator with Delaware’s largest private residential real estate company. He is active in the State and County Regional Republican Party and is a former freelance journalist with military coverage during the Gulf War in special government assignments. His local community activities are extensive including Evening with the Masters and Bike to the Bay to name a few.
Mary Ann Miller, Secretary, is a Development Officer at Delaware Futures, Inc., in Wilmington. She has more than 30 years in housing experience and has directed a number of pilot programs in fair housing under the directorship of HUD and Fair Housing. For the past 10 years, she has been active in the Metropolitan Wilmington Urban League, Delaware League of Women Voters, Wilmington Walnut Street YMCA, and the New Castle County Community in Partnerships; holding membership and Board positions.
James DeShields, WHA resident, has been active as Vice President and President of both the Compton Towers Resident Council and the WHA High Rise Council. He presently serves as Treasurer of the High Rise Council.
photoToCome.gif Michelle Griffiths is President of the City of Wilmington's 2nd District Neighborhood Planning Council (NPC). The NPC is a grass roots non-profit that serves the community in a variety of ways. Michele holds a Bachelor of Science degree from the University of Delaware in Criminal Justice. She currently serves as a Board member of the Children's Advocacy Center, Inc.
photoToCome.gif Geoff Langdon is a Managing Director of Cover and Rossiter, one of the area's oldest public accounting firms. His primary areas of expertise include accounting and auditing, taxation, management consulting, litigation support and business valuation.
Photo: Antoine Oakley Antoine Oakley, is an Executive Assistant to New Castle County (NCCo) Executive Chris Coons. In this capacity he is responsible for providing leadership and strategic direction to several of the county's key initiatives. Additionally, Commissioner Oakley works closely with state and local elected officials, civic and community leaders/organizations and other key stakeholders to identify issues and/or opportunities specific to the county. Prior to joining NCCo, Commissioner Oakley worked in the office of U.S. Senator Joseph R. Biden, Jr., as the Senator's primary adviser in the areas of health, education, labor, housing and urban development, federal grants and minority affairs. He is a member of numerous boards and organizations.
