Meet Our Director
Frederick S. Purnell, Sr., Executive Director
Serving first as a consultant to the Wilmington Housing Authority (WHA), Frederick S. Purnell, Sr., became Executive Director of the WHA in 2000. A native of Philadelphia with a bachelor of science degree in finance from Penn State University, Fred gained national recognition as the Associate Executive Director of Modernization at the Philadelphia Housing Authority and brings nearly 20 years of housing experience to the agency.
Under Fred’s leadership, many important projects have been completed, including the construction and reoccupancy of The Park View; complete demolition and construction initiation of the Eastlake HOPE VI Project; renovation and reoccupation of over 250 long-term vacant public housing units; and complete major modernization at Riverside, Eastlake Extension, Southbridge, Kennedy Towers, Herlihy, Crestview, and over 100 scattered site units. A former public housing resident himself, Fred understands the intricacies of development and the importance of developing strong community relationships.
