HOPE VI Home Ownership Program

Overview

Through the HOPE VI program, the U.S. Department of Housing and Urban Development (HUD) provides funding to public housing authorities to transform severely distressed or obsolete public housing sites.

This transformation involves:

  • Providing safe, affordable and attractive rental and homeownership housing opportunities;
  • Promoting resident self-sufficiency and empowerment;
  • Reducing density and lessening concentrations of poverty; and,
  • Developing partnerships with other entities to leverage support and resources.
  • We are proud to announce that, as of April, 2007, 86 of the 90 homes have been sold. The four remaining homes are available for those who qualify.

Village of Eastlake

In 1998, the Wilmington Housing Authority was awarded a grant for HOPE VI funding for the Village of Eastlake public housing site to completely demolish 267 severely distressed and obsolete units.

In its place, WHA, in conjunction with its development partner, completely transformed the Eastlake public housing site in 2004 into a revitalized community of 160 units comprised of:

  • 70 Public housing units
  • 35 Affordable for-sale units
  • 55 Market rate units

HUD awarded WHA over $16 million in HOPE VI funds to carry out the proposed Village of Eastlake redevelopment activity. The total budget for the redevelopment was $28.6 million. In a collaborated effort, WHA, Leon N. Weiner & Associates, state and local government, private businesses and nonprofit organizations, completely revitalized and transformed the Eastlake Community. All units have been sold.
