Scattered Sites

WHA manages over 300 “scattered” site units throughout the City of Wilmington. Most of these units are single-family residences, which provide low-income residents the opportunity to live in variety of neighborhoods.

Scattered Site Vacancy Rates Dramatically Reduced

In April 2000, the Wilmington Housing Authority began addressing the high long-term vacancy rates in its scattered sites. At that time, of the 306 scattered units, 117 had been vacant for a year or more, a serious drain on their communities. Seven years later, in April 2007, that number had been reduced to 33.

Over this same period, attention was given to occupied sites to make sure they were well maintained and would continue to be occupied. Since 2000, WHA has rehabilitated over 125 scattered site properties.

Disposition of Properties

Since the year 2000, in cooperation with the City of Wilmington's Department of Real Estate and Housing, WHA conveyed 23 scattered site properties to RE&H and the Wilmington Housing Partnership. Today, most of these units have been rehabilitated by non-profit organizations and sold to first-time home buyers. WHA continues to identify properties that will further these efforts.
